Hello, I don't have that file, but what's weirder is I have no record that file even exists. How are you planning on re-programming it if you can't read it? :)
I did a thing with some paperclips, since noone appears to have this bin anywhere on the internet i am going to put it here for those who were as lost as i was.

Doesn't the Burn2 read 27128 chips? I know it can't program them but thought it could read them.
I dont have the burn2, i was using a willem eeprom programmer, could this be the problem.
After i read the chip i used the verify function and it said it matched the contents of the chip, so i guess either the chip was bad or the programmer is not working properly.
Upon key on, the cpu verifies the checksum and if INCORRECT, it will rapidly flash the check engine light. If the check engine turns on at key on, then turns off briefly then turns back on solid. That means it passed the checksum verification.
The Willem should be fine as well as many available. We just need a good read. I haven't found any of the tables wrong in your read although I only checked a few, so, you are close :)
It should be a 27c128, some programmers are better if you choose 27128. You will have to see how yours acts, these are very old chips so contacts are sketchy :(

It's fairly complicated to type, feel free to post your reads and I or others will check for you. Most programming devices will give you a total checksum upon read. Keep reading till it comes up with the same number total checksum EVERY time.
I tried putting it in again, reaseating it a couple of times and changing it to 27128 even though it is a 27c128 like you said.
Every time i read it it would give me the same exact file down to each bit, windows FC verifies that the resulting bins are exactly the same as the first one i got.
Im wondering if i manually look at the differences between the bin i am getting and another one such as ARAR if i could peacemeal them together and manually correct the differences?

Here is the file you posted with the checksum corrected and VATS turned off. If you don't have the rapidly flashing check engine light, it has passed checksum verification so there is something wrong with your Willem is all I can think.
