What do those hex values in the RPM column indicate - IAC counts, tach speed?

SHould be RPM. Looks like the XDF/Mask is not set right. Post up the xdf file.

$8E is for a 1990 Corvette ZR1 with LT5 engine
Your BFXB is for a 1991 Corvette ZR1 with LT5 engine and $AF.

I am comparing the stock BFXB with a custom bin using TPRO5. Strange, the Max Allowable BLM in BFXB is 160 which seems normal, but the custom bin has it at 5. The Min Allowable is 115, but the custom min is 60.
How can the max be less than the min as in the custom? Why? Thanks for the help, still learning.

And he used the corrupt $AF XDF floating around! The corrupt XDF is wrong hex address and min is higher then max and neither are BLM...
You'd better start with your fresh, stock bin. I doubt there's anything good in the Custom one, it may not even be correct to start with for your car?

I guess the "Cylinder Volume" parm of 114.69 should have tipped me off ...
