What are you using for a scanner to data log? Preferred way is with a wide band O2 that you can input it's data into a scanner and correct the VE table according to commanded A/F vs actual A/F error. Other way is with fuel trims but regardless without a scanner and lots of driving, data logging, file editing, rinse and repeat until you get the A?F error close to 0 you cant just tune the VE with only the bin file. And while VE tuning the MAF has to be failed in the tune so the vehicle is running 100% in speed density mode.

What are the mods on the vehicle?

Leave the VE table stock. You'll get fuel economy with your right foot.
