Maybe you can access Alldata Online at your local public library for free? There is the option of AllDatadiy http://www.alldatadiy.com/?gclid=CNb...Fc1ffgodilcD4A , which is $26.95 for the first vehicle.
I don't have the schematics for a 99 Vortec. See attached 96 .zip folder to get an idea of what I was able to get from AllData Online at my local public library. The 99 will be similar.

LT1swap.com is a good place to get Vortec wiring info. Even better is to convert it to the 0411 PCM used on the LS motors.
