i just got sent a GEN V LT4 bin file out of a 2019 chevrolet corvette, is there any editor that can work that?

The file is from e92 pcm. Are you sure it is 2019. I would say it is around 2016.
You can open the file and do some very basic editing with this program.

All DTCs and couple of tables, it will also fix the checksums.
I looked at the vin and it is gets decoded as 2014. I also checked the cvns and the file is far from stock.
The car is in europe, im in the american caribean, i ussually work with hp tuners for tuning, supposedly the car was poorly tuned and wouldnt drive well but the guy doesnt have hp tuners and hp tuners is backordered on their mpvis, so he tried sending me the bin fule to see if i could edit it and fix whatever is wrong in the tune.
hp tuners does have a bin to hpt conversion service, but he needed the file on bin format to be able to write it.
I looked at the vin again to decode it. It is 2014 LT1 corvette. So you are going to have a hard time figuring the mods already done, since the calibration is not for lt4 and a stock bin for that car will not help either. You`d better get a full history how the engine become lt4, what have been done and what have been done to pcm.
